Sizes are internal (carpet) dimensions. Add 9 inches for external walls and 4.5 inches for partitions when you set these out on the envelope.

Designing a 40 × 60

A 32 ft internal width is three bays: 14 + 4 passage + 14, or 16 + 16 with the passage absorbed into the hall. Pick the module before you place a single room.

On plots this size the hall can afford to be 16 × 20 — but a hall wider than about 18 ft with a single window wall feels dark at the far end. Get light from two sides.

Four bedrooms means four wardrobe walls, three toilets and a lot of plumbing. Stack the toilets vertically if you build a first floor, and keep them on two wet walls, not four.
