Sizes are internal (carpet) dimensions. Add 9 inches for external walls and 4.5 inches for partitions when you set these out on the envelope.

Designing a 15 × 40

Party walls on both sides mean you share structure with your neighbours. Agree wall thickness and column lines with them before you start — retrofitting is expensive.

On a 15 ft width the staircase should be straight and against a party wall. A dog-leg stair eats six feet of width you do not have.
